Request Advocacy Fund Money from MCAA

Criteria for Third Party Disbursement Requests

Advocacy Fund Overview
The MCAA Advocacy Fund has been designed to provide financial support for the lobbying, legal, and public relations activities of the same day delivery industry. The Advocacy Fund derives its financial resources from the monetary contributions of MCAA members as well as interested industry stakeholders who support the continued development and defense of the same day delivery industry.

The Advocacy Fund is separate and restricted from the general operating fund of the MCAA. The Advocacy Fund is only used for lobbying, legal, and public relations expenses. The Advocacy Fund is used only in cases that advance the interests of the same day delivery industry as opposed to individual companies. Contributions to the Advocacy Fund are voluntary and can be made on a one time, monthly, or yearly basis through various methods such as check or credit card.

The Advocacy Fund balance sheet will be produced no less than quarterly and provided to the MCAA Board of Directors and MCAA Government and Legal Affairs Committee for their review. A brief update on the Advocacy Fund will also be given during the GLAC Panel presentation at the MCAA Annual Meeting and Executive Roundtable Series.

Advocacy Fund Distribution
All Advocacy Fund expenditures require approval of the MCAA Executive Committee. The distribution of one time expenditures in excess of $5,000 and any ongoing monthly expenses require full MCAA Board of Directors approval. The MCAA Board of Directors may approve each expense request via electronic communication or in person during their quarterly Board meetings.

The MCAA Government and Legal Affairs Committee may also request funds for day to day operations and incidentals such as government affairs related travel, printing of government affairs materials, and other general government affairs related business activities. These expenditures must be approved, either before or after the fact in aggregate, by the GLAC Chairman or MCAA President.

Advocacy Funding Request and Approval Process
Funding requests must be submitted in writing or electronic communication to the MCAA Government Affairs Director and must include the following information: (1) The purpose for which it is intended and an estimated likelihood of a positive outcome if funding is provided; (2) Specific amount being requested and over what time frame; (3) Any vendor such as law firm that is the intended recipient of the funding; (4) Any other sources of funding for the project/issue that have been identified by the requester; and (5) Description of how funding this project will achieve the stated goals of the Advocacy Fund.

The MCAA Government Affairs Director will then forward the funding request to the GLAC Chairman for a determination on whether the request fits within the spirit and goals of the Advocacy Fund. All funding requests determined to meet the goals of the Advocacy Fund are to be presented to the MCAA Government and Legal Affairs Committee for review and recommendation. Funding requests accepted by the MCAA Government and Legal Affairs Committee are forwarded to the MCAA Executive Committee for review and processing based on the Advocacy Fund distribution procedure and amount requested.

Minimum Requirements for Requesting Advocacy Fund Support
The Advocacy Fund will be used to advance the general interests of the same day delivery industry (as opposed to individual contributors) with regard to government related legislative, legal, or regulatory activities at the federal level. Government actions against the industry at the state level will be considered on a case by case basis. The Advocacy Fund will not be used to support any civil actions brought against an individual company or group of companies which is not the direct result of either state or federal government enforcement activities.
