Charlie Black, Prime Policy
Charlie Black is Chairman of Prime Policy Group, and was the founder of the firm's predecessor, BKSH & Associates Worldwide. Mr. Black is widely recognized as one of the nation's leading Republican political strategists. He served as senior advisor to Presidents Ronald Reagan and George H.W. Bush. He also served as a principal public spokesman for President Bush in the 1992 presidential campaign. During 1990, Mr. Black served as chief spokesman for the Republican National Committee. He served on President George W. Bush's 2000 and 2004 campaigns as a volunteer political advisor and surrogate spokesman.
An attorney with more than thirty years of experience in government, public affairs and politics, Mr. Black has managed the successful elections of more than ten members of the United States Senate and more than a dozen members of Congress. He served as political director of the Republican National Committee under Chairman Bill Brock.
Mr. Black serves as a principal legislative and public affairs advisor to several Fortune 500 companies and trade associations, while leading BKSH client teams in several public policy disciplines. He frequently appears as a guest to represent the Republican viewpoint on national network and cable television news shows.
A native of North Carolina, Mr. Black is a member of the North Carolina Bar. He holds a Bachelor of Arts degree in Political Science from the University of Florida and a Juris Doctorate from The American University.

Rich Meade, Prime Policy
Rich Meade brings almost 20 years of legislative and political experience to Prime Policy Group. He has extensive knowledge of many policy areas including appropriations, budget process and taxation.
Mr. Meade joins Prime Policy from its predecessor firm, BKSH & Associates Worldwide. Prior to joining the firm, Mr. Meade served for 14 years with House Budget Committee Chairman Jim Nussle (R-IA). Serving most recently as chief of staff to the House Budget Committee, Mr. Meade was the Committee's principal liaison to the House Leadership, the administration and all committees of the House of Representatives. Mr. Meade was also the Budget staff's leading policy director, placing him at the center of major legislative accomplishments in the 107th and 108th Congresses including: the tax reduction and economic stimulus legislation of 2001, 2002 and 2003; the Medicare Prescription Drug, Improvement, and Modernization Act; the Farm Security Act; and the creation of the Department of Homeland Security.
Prior to serving as chief of staff on the House Budget Committee, Mr. Meade served in Congressman Nussle's personal office as legislative assistant, legislative director, chief of staff and lead policy advisor for the Committees on which he served including the Ways and Means Committee, the Banking and Financial Services Committee and the Agriculture Committee. Prior to that, Mr. Meade worked for former Congressman Tom Tauke (R-IA) and served on Congressman Tauke's campaign for the United States Senate.
